Version with easy to see colors:

The first hint is the colors: vowels are red, rest green.

The layout resembles the slider puzzles like this:

So, if the riddle is similar, we know:

Vowels and cosonants will probably alternate

Most likely two words, since we have one bin withouth a colored letter.

Now, i really don't have a clue how people solved this.

Apparently, hawaian is famous for having very little consonants and might be able to make words from those letters.

The thematically fitting "Mele Kalikimaka" (Merry christmas) fits our above observations.

At least the anagrammers i checked didn't reveal this annagram.

So, we need a place and a time:
