This is on my non-existing Top5 #AncSoc hardest challenges that were solved list.
First, you need to find the numbers:

Then, you need to realize these are 18 degree sections of a circle.
Additionally, the small dot in the circles indicates that the degrees have to be used starting at 3 o clock, counterclockwise.
The only circle with 20 sections is a dart board. Put together:

Some genious found out that the Hint "Read" means that 1555662145 is an ISBN number.
The book on amazon:
"P 1" means "Page 1". From the rest of the week, we know that we're looking for philanthropist names.
