This was a nice hard riddle.
First, solve the text in the semaphore flag alphabet (https://en.wikipedia.org/wiki/Flag_semaphore):
The text says "Erase bjkmpqz" and concerns to the next part:
If we erase the said letters, we get:

This brings us to the third part: a dropbox quote riddle. (see http://www.dropquotes.com/).
We need to arrange the letters from above into the shape given here:
After much fiddling around with words, we get:
...this.city.was....
founded.in.eighteen.
.fifty.six.and.the..
vessel.will.show.you
....the.country.....
So, we're looking for a city founded in 1856, and a vessel will show us the country. Another hint is the remaining chili on the image.
The country is "Chile" (the vessel the coffee mug), and after some google-fu, we find Frutillar
