I have the solution but not entire steps how to came up with that name. I got it from clue other people posting it.

one of the idea is that the number came from the number of word in the text which is 64 Words.

The other word is city of Rome. after some big fire happened in Rome.

Coming up with that name came from the imperial diet which happen in Rome.

This is not sure for the right direction to solve the puzzle but this is what i have so far. i will post any other more convenient solution if i get it. or any one else share it with me or comment bellow.
