Use the decoder with 3 rails on the string "PTBRERSIERPKHEWEGLYK" (letters in the image from left to right) to get:

PRESTIGEBRLPRKYHEEKW

We allready had a similar riddle this week, so we can guess we need a vignere key for the second part.

In the movie "Prestige" (https://en.wikipedia.org/wiki/The_Prestige_%28film%29) , there is an encrypted diary with the passcode "tesla".

Apply that as a vignere key to get the solution.
